The government has recently proposed a bill on AI governance that mandates clear labeling of AI-generated content, requiring at least 10% of any graphic or audio material to display such disclosure. This essay analytically examines why governance in artificial intelligence has become increasingly important.

Generative AI was initially developed to automate tasks and improve efficiency. However, the need for regulation emerged when AI began producing highly realistic images, videos and audio resembling actual human beings. Artificial intelligence can now recreate events that never occurred and imitate real people with alarming accuracy. This capability has two major implications: first, the potential to generate large-scale misinformation; and second, a growing mistrust toward information available on the internet.

AI-generated misinformation can be misused by individuals or groups with ideological motives—such as activists, extremists, separatists or political propagandists—to influence public opinion. They can create fabricated content that appears authentic, thereby shaping perceptions and mobilizing support. Additionally, content creators seeking attention may produce provocative or sensational AI-generated material purely to gain views. The spread of such misinformation can trigger rumors with immediate and severe consequences, including communal tensions, violence and public unrest. Although reliable news sources exist, social media platforms like X, YouTube and Instagram have become primary channels of information for many people. In times of social anxiety or political tension, AI-generated misinformation can intensify uncertainty and further fuel polarization.

Beyond misinformation, the growing presence of AI-generated content also erodes trust in digital information. As it becomes increasingly difficult to distinguish real content from artificial creations, people begin to question the authenticity of everything they encounter online. This not only undermines genuine human creativity but also weakens the internet’s role as an open forum for sharing opinions and accessing primary information. If mistrust becomes widespread, the value of online content diminishes, and the democratic space the internet once provided risks being lost.

Recognizing these risks, the government’s effort to introduce an AI governance bill is timely and necessary. In an era where digital platforms shape public understanding and influence social stability, unchecked AI-generated content can have dangerous consequences. Effective governance must therefore identify the real challenges posed by AI and develop mechanisms that protect public trust while preserving the benefits of technological innovation.
