Stampedes have become increasingly frequent in India, with several incidents reported in early 2025—from the Mahakumbh Mela to the Hazrat Nizamuddin Railway Station and even during an IPL victory celebration. Given the rising human cost and the predictable nature of these events, the issue demands urgent administrative and policy attention. This essay examines the major causes of stampedes and proposes practical measures to prevent them.

A clear pattern can be seen across most stampede incidents. First, public gatherings often exceed the carrying capacity of the space. When the number of people present is far greater than what the venue can safely hold, even a minor disturbance can lead to panic and uncontrolled movement. Second, there is often a lack of effective bureaucratic coordination. Officials responsible for managing the event may not regulate entry, monitor crowd flow, or coordinate with police and emergency services. Third, the infrastructure at many venues—whether religious, cultural, or civic—is insufficient. Narrow pathways, weak barricades, and inadequate exits increase the risk of bottlenecks and sudden surges. Since stampedes are predictable and not natural disasters, anticipatory planning becomes essential.

To address overcrowding, authorities must first conduct a scientific assessment of the venue’s capacity. Based on this, a regulated entry system should be enforced. One effective method is a slot-based entry mechanism, where visitors are divided into timed groups. This prevents uncontrolled crowds and ensures equal access. Slots should be allotted on a first-come, first-served basis, and strict exit procedures must ensure that one slot clears the venue before the next enters. Such regulated scheduling helps maintain a manageable crowd size throughout the event.

Improving infrastructure is equally crucial. Venues hosting large gatherings must have clearly marked and sufficiently wide entry and exit points, durable barricades, and open spaces for crowd dispersal. Permanent structures should replace temporary or easily collapsible arrangements, particularly in places where large gatherings occur regularly. Adequate parking, signage, and lighting also reduce confusion and help maintain orderly movement.

Finally, clear guidelines and strict enforcement are necessary. Visitors should be informed about entry routes, exit plans, and prohibited conduct. Authorities must deploy a sufficient number of trained security personnel across all critical points of the venue. Any deviation from safety norms—whether by attendees or organizers—must trigger immediate corrective action. Consistent enforcement not only maintains order but also signals that safety is a priority.

Stampedes are preventable because they stem from administrative failures rather than unavoidable circumstances. With accurate capacity assessment, stronger infrastructure, and disciplined enforcement, authorities can significantly reduce the likelihood of such tragedies.
